FEMA Region 7: Kansas, Missouri, Nebraska and Iowa
Iowa, Kansas, Missouri and Nebraska, and the nine federally recognized tribal nations within them. The firm is headquartered in Overland Park, Kansas, inside the region, and can reach most declared counties by road the same day.
Why Region 7
Region 7 sits in the center of the country, where severe storms, tornado, hail and straight line wind drive most federal declarations. Riverine flooding along the Missouri and Mississippi river systems, derechos, and winter storms add to the load, and several declarations can be open in the region at the same time.
Most public applicants here are counties, cities, school districts and small tribal governments with limited recovery staff. Their buildings are usually insured, through a public entity risk pool or a commercial policy, so nearly every Public Assistance project in a declared county carries an insurance question. Under Stafford Act Section 312, FEMA reduces the grant by the insurance available for the same work, which is exactly where this firm's claims background matters.
It is also home. The firm's headquarters is in Overland Park, Kansas, a short drive from the FEMA Region 7 office in Kansas City, Missouri. The firm works in all ten FEMA regions and deploys nationwide.

What applicants in these declarations should watch
- The insurance offset. FEMA reduces each Public Assistance project by the insurance available for the same damage, whether or not the claim has been paid in full. A claim that is underpaid or closed early leaves the applicant to absorb the gap. How Section 312 works.
- Insurance on repaired buildings. A facility repaired with Public Assistance generally must be insured going forward, or it can lose eligibility in a future disaster. Coverage limits and schedules are worth reviewing before projects close.
- Tribal applicants. Tribal nations named in a state declaration usually work through the state as subrecipients, and can also request their own declaration. The two pathways.
- Documentation for closeout. Damage descriptions, insurance records and cost support assembled now are what survive closeout and audit later.
