Disaster Damage Assessment and FEMA Public Assistance Specialist
Field specialists for public-sector disaster recovery: damage inspections of public facilities, damage description and dimensions, cost estimating, and the project documentation FEMA Public Assistance requires. Work supports tribal nations, local governments and the recovery primes that serve them.
What you will do
- Inspect damaged public facilities, roads, utilities and buildings and record damage description and dimensions.
- Prepare cost estimates and supporting documentation for Public Assistance projects.
- Gather insurance information for Stafford Act Section 312 reconciliation.
- Work with applicant staff, FEMA site inspectors and prime contractor teams in the field.
Requirements
- Three or more years in property claims, construction estimating, building inspection or FEMA Public Assistance.
- FEMA IS-100, IS-200, IS-700 and IS-800 completed, or completed before deployment.
- Proficiency with Xactimate, RSMeans or comparable estimating tools.
- Ability to deploy for extended periods and work in disaster field conditions.
Preferred
- FEMA Public Assistance IS-1000 series courses and prior declaration experience.
- Experience with tribal governments or emergency management.
- Licensed adjuster with large loss or commercial experience.

How the engagement works
Engagements are independent contractor (1099) assignments under a written agreement with Choctaw Strategies, LLC, doing business as Okla Risk Advisors. You may contract as an individual or through your own business entity. Contractors are encouraged to carry their own errors and omissions, general liability and auto coverage, and some client programs require it. Fees are set by assignment and client program and are reviewed with you before you accept a deployment.
Indian preference
Indian preference: as permitted by Section 703(i) of Title VII of the Civil Rights Act of 1964, the firm gives preference to qualified enrolled members of federally recognized tribes and Alaska Native villages living on or near a reservation. See the Indian preference policy.
Joining the roster does not guarantee assignments. Deployments depend on event activity, client requirements, licensure and availability. Adjusters on the roster are contacted directly when an assignment matches their licenses, experience and location.
